Angela Harper
Director of Operations

As the Director of Operations, Angela Harper oversees and provides coordination of daily operations for the agency including fleet management, procurement, property management and implementing workplace policies and procedures for the Office of Cable Television (OCT). In addition, Angela is responsible for organizational development and planning as well as human resources.

Angela brings years of experience and expertise in management in city, nonprofit and private agencies to OCT. She joined OCT in 2008, as the Support Services Supervisor managing a staff with duties ranging from customer service to logistics.

Prior to joining the DC Government, Angela has had a well-rounded career in public relations with experience ranging in community relations, social marketing, event planning and media relations in the non-profit as well as in the private sector.

Angela earned a Bachelor's degree in Communication from Howard University and a Master's degree in Public Administration from Bernard M. Baruch College, City University of New York where she was a National Urban Fellow.
